PUC “Superferrys” the Ulupalakua Windfarm
By Henry Curtis
On June 15, 2011 the Hawai`i Public Utilities Commission (PUC) approved the Auwahi Wind Energy (AWE) Windfarm at Ulupalakua Ranch on the slopes of Haleakala, Maui.
The PUC Decision stated: “the Final EIS is expected to be approved by November 2011”
The EIS is a disclosure document. It tells you what the impacts are and how to mitigate them.
Therefore the document must be accepted prior to any regulatory approvals and prior to any funds being expended to implement the project.
Failure to follow the plain and unambiguous law is what went so terribly wrong with several previous high-profile Hawai`i projects: Geothermal, Superferry, and Rail.
