Cheney’s a vampire, we knew that, but now we know how it happened

Cheney has no pulse. He just had a pump implanted that works continuously, not by pulsing. I was curious about the device he received, and the New York Times article cited below explained the whole thing. Good information.
I’m curious about something really minor, though.
At some point journalists began giving the reason they were quoting an anonymous source. Stuff like this:
Mr. Cheney received a HeartMate II device, according to a health care worker who did not want to be identified because he was not authorized to speak for Mr. Cheney. [New York Times, A New Pumping Device Brings Hope for Cheney, 7/19/2010]
Actually, the healthcare worker didn’t want to be identified because giving out personal medical information is not only against HIPAA, but the person would have been fired.
There’s nothing wrong with the way the Times explained it. But why did writers start using this “according to….who did not want to be identified because…” form. I Googled and didn’t find it yet. Anyone know?
Let's see what his daughter is doing, she appears to be next in line for Vice-Presidency,daughter like father.
