Where are the stimulus funds in Hawaii's budget?

Great question from Sen.Fukunaga on why the federal stimulus money is not included in the budget. No answer from Budget and Finance.
The senator read some numbers from the recovery.org website and asked where is that money in the budget. The stimulus money is dribbling out slowly, but shouldn't it show up somewhere?
What a great question.
